PROJECT CLOSING

When the project results are ready to be delivered, the project team should perform the project closeout work. Otherwise, the project parties could not terminate their responsibilities undertaken to complete the project, and they could not benefit from the project either.

The interactions among the subprocesses of project closing are shown in Figure 7 1.
When the project approaches completion, the project always deviates the project and put their stress on new project and some members may be transferred. In addition, the project closing work is tedious and time-consuming. The significance of the project closing should therefore be emphasized.

 Project Acceptance

Project acceptance involves checking whether the activities are completed as the planned scope statement, and whether the deliverables are satisfactory, as well as recording and documenting the checking results.

If the project is terminated early, project acceptance should establish and document the level and extent of completion. The project acceptors and project team should sign relevant documents to partially or fully confirm and accept the completed project.

 Basis and Premise

Documents, such as plans, specifications, technical documentation, and drawings, produced to describe the project results must be available for review.

 Deliverables

Documentation that the client or sponsor has accepted the product of the project phase or major deliverables must be prepared and disseminated. Such acceptance may be conditional, especially at the end of a phase.

PROJECT DELIVERY AND TRANSITION

Project delivery and transition is the process required to ensure that the project results will be transferred to the end user, and the end user can correctly use, maintain, innovate, and expand the results and obtain the expected benefits. Project delivery is actually the transference of technical and managerial capability to ensure that the project client can independently use the final project results. It may include two component processes, namely, technical delivery and organizational delivery.

The purpose of project delivery is to ensure that the project results will be effectively used by the end user, and that the original project goals and sustainable development will be achieved.

Technical Delivery

Basis and Premise

The technical specification and document produce during the project closing, as well as the final project results should be prepared for technical delivery.

Deliverables

The persons and organization who grasp the skills and abilities to use, operate, and maintain the final project results should be transferred to the end user. Technical deliverables also include relevant documentation, such as the operation manual of the project results, and evaluation of staff training.
